Our vision

Considering the normative and institutional framework, the Resolution on the Prevention of Corruption in the Republic of Slovenia, international acts of the United Nations, the European Union, the Council of Europe, and the Organisation for Economic Cooperation and Development we shall strive to strengthen the rule of law, integrity, ethics, and transparency of action as fundamental values of our society.

Within our competences as an autonomous and independent state body, we shall be committed to:

  • strengthening the professionalism of the Commission – a high level of professionalism is justifiably expected from the Commission. We shall therefore be committed to the legality, professionalism, and ethics of our conduct; strengthen the personal integrity of the Commission’s employees and its organisational integrity; and the resulting positive public image of the Commission;
  • the preventive role of the Commission – we shall strengthen the preventive activities of the Commission as it is our belief that raising awareness of the role and importance of ethics as well as of personal and organisational integrity produces a longer-lasting effect than repressive activities;
  • the supervisory role of the Commission – we shall ensure a high level of professionalism and consistency in the implementation of our supervisory activities, both in dealing with suspicions of corruptionconflicts of interestlobbying, undue influence, and other violations within our competence as well as the identification of risk for such violations to occur;
  • raising awareness at all levels of the society – at all levels of the society, from the highest-ranking public-sector officials in to the children in schools and kindergartens, we shall raise awareness of the unacceptability of corruption and the harm it causes to everyone; about the dangers and consequences of corruption in the society; and about being loyal to one’s own integrity, which is a matter of honour and a prerequisite for building trust in both people and institutions. To this end, we shall, both in cooperation with competent institutions and on our own, develop and carry out various forms of education and training, organise expert panels, etc.;
  • the co-operation of formal and informal institutions of social control – the Commission shall strive for in-depth partnership with all institutions of formal and informal social control, i.e. public sector organisations, non-governmental organisations, the media, and all other stakeholders who play a role in the strengthening of integrity, ethics, and the rule of law, thus preventing corruption in the society. Special attention shall also be devoted to the establishment of a systemic normative framework for the Commission’s operations and the protection of whistleblowers. Social responsibility and the ensuing commitment to public interest must become the main guideline of all stakeholders;
  • leadership by example – we shall raise awareness of the role of leadership by example. It is the Commission’s belief that one’s responsibility to the society, one’s institution, and its employees – rather than just one’s decision-making power – increases with one’s institutional rank. Such awareness shall inform the opinions and findings of the Commission together with our belief in the power of example. We shall lend active support in the implementation of the competency model for senior civil servants;
  • a sustainable and positive approach – it is important to hold realistic and long-term expectations and be aware that positive changes in the society take time and are achieved one step at a time. We shall assert a more positive aspect by shifting the emphasis from the struggle against corruption to the of strengthening of integrity and the rule of law. The strengthening of integrity fosters zero-tolerance for corruption, the breaches of integrity, and other forms of unethical conduct;
  • business compliance – with a systemic approach, we shall be committed to the legal and transparent operation of public-sector bodies. This requires a comprehensive development of tools for the management of said bodies in the areas of the strengthening of integrity and ethics, risk management, and compliance;
  • IT-support for operation – by developing various software tools to simplify the reporting of persons with obligations under the Integrity and Prevention of Corruption Act, and by implementing IT-support for our own work processes, we aim to establish a user-friendly and efficient system in order to eliminate administrative barriers and prevent unintended errors;
  • international relations – we shall strive for the Commission’s proactive participation within the bodies and organisations of the European Union and beyond, particularly in exchanging information and best practices.

By implementing the these activities in cooperation with all the competent stakeholders, we desire to establish the conditions in which violations of integrity and ethics as well as acts of corruption shall become a high-risk and low-return venture.
